This is only a logical extension of the speech codes adopted by most Canadian universities, codes which are all against offensive speech rather than acts, and who main enforcing "experts" are the commisar-like "equity officers" whose numbers and power grow continuously.

An early manifestastion of these commissars was evident in the earlyk nineties at my university, when its academic board, in adopting the university's speech code, indicated that its equity officers were best equipped to provide advice as to when the code had been broked (see http://www.psych.utoronto.ca/~furedy/Papers/af/ice.doc, especially last para begining with "Although the University of Toronto's speech code ...).
